CHIEF ELECTORAL OFFICER, MAHARASHTRA STATE

Norms set for the discharge of functions
The norms of all the important functions of the Chief Electoral Officer, e.g.
conducting elections, preparing and revising electoral rolls, preparing election photo
identity cards are fixed by the Election Commission of India. The deadlines for each
activity and the detailed procedure are declared by the Commission. The Election
Commission of India publishes different hand books from time to time, detailing the
procedure to be followed by different election functionaries . Detailed guidelines are
also issued by the Commission for various activities like revision of electoral rolls,
implementation of model code of conduct etc.
6) Rules , regulations, instructions, manuals and records, held or under the
control of Chief Electoral Officer used by its employees for discharging its
functions.
All the activities of the organization of the Chief Electoral Officer are governed
by the Manual of Election Laws, Vol- I and II, which contain extracts of the
Constitution of India, the Representation of the People Act, 1950 and 1951, the
Conduct of Election Rules, 1961, the Electoral Registration Rules, 1960 and other

relevant acts and rules. The Election Commission also publishes various Hand Books
and guidelines from time to time describing the step by step procedure to be followed
by the election staff.

in general elections to Lok Sabha/ Maharashtra Legislative Assembly
are available on this office web-site ‘http://ceo.maharashtra.gov.in’.
Hard copies are available the District Election Officers/ Returning
Officers.
• Poll statistics of the last General Elections to Lok Sabha / Maharashtra
Legislative Assembly
• Search facility for Elector’s name in the Electoral Rolls of 22 cities
having Municipal Corporations (on internet)
• Various downloadable forms
• A-B as well as AA-BB forms for political parties
8) Particulars of any arrangement that exists for consultation with or
representation by, the members of the public in relation to the formulation
of it’s policy or administration thereof
Consultations are held with the representatives of political parties and
the NGOs at various levels before all major events like conduct of elections,
revision of rolls etc. There is , however, no formal committee or forum where

representatives of public are included.
9) Statement of the boards , councils, committee and other bodies
Consisting of two or more persons constituted as it’s part or for the
purpose of it’s advice and as to whether meeting of those boards , councils,
committees and other bodies are open to the public or the minutes of such
meeting are accessible for public.
There are no such boards, councils or committees at the level of the Chief
Electoral Officer or under it. Policy decisions are taken by the Election
Commission of India and are implemented by the office of the Chief Electoral
Officer with the assistance of the election machinery at the district level.

Planting trees is seen as one of the most important things the average man in the street can do, because of its environmental impact. With this very aim, city NGO “Green Hope” is organizing the biggest tree plantation drive that Navi Mumbai has ever witnessed. This Sunday, “Green Hope’ will conduct a tree plantation drive where in 2 lac trees will be planted across Navi Mumbai and the Thane Belapur Industrial Belt. Inspired by State Environment Minister Ganesh Naik, Green Hope is dynamically spearheaded by city’s own youth leader Sandeep Naik. Green Hope made its greening debut last year when it planted near about a lac trees in Navi Mumbai and the adjacent industrial belt.

  3. All the major civic tenders are approved before election code of conduct is implemented.
    "All corporators are unanimously approving all civic tender proposals, because corporation election will be held next year, and all of them will be answerable to the public. Therefore, they are giving immediate approvals to civic tenders like condominium work and so on." Sandeep Naik added, "The works under JNNURM has to be finished within time, otherwise Union government won't sanction funds for next phase of works. So, we are ensuring that all the approvals are sanctioned as soon as possible so that city is benefited maximum.In that case, he can apply for one or more tenders. Besides, the tender is being allotted considering the eligibility and lowest quotation put up by the contractors.

  4. Grassroots presence holds key- Ganesh Naik
    NCP which has 48 corporators out of total 95 in NMMC enjoys stronghold at the civic level since party has representative in almost every part of the city. In 2005 civic polls, NCP contested without alliance and received 1,44,000 votes from across the city which is almost three times more than their opponents.
    "Our strength is more than our opponents. During 2005 civic elections, we received 78,000 votes in Belapur while in Airoli we got 66,000 votes, while Shiv Sena and Congress received 15,000-18,000 votes in both the regions. This indicates that our presence is much more than them. Besides, after coming to power, we have processed and carried out developmental works worth Rs 10,000 crore. All these factors will definitely work in our favour," senior NCP leader from the city.
    However, this assembly election is witnessing many changes in political circle, especially in Belapur constituency where sitting MLA Ganesh Naik is contesting as NCP-Congress alliance candidate and has been pitted against renowned builder and BJP-Shiv Sena candidate Suresh Haware. Initially, this election seemed an easy victory for Naik.

  5. Ganesh Naik has a vision for Navi Mumbai
    Ganesh Naik's vision, conception and development inspiring leadership has led to several significant projects being taken up by Navi Mumbai Municipal Corporation (NMMC) and civic services being rendered.
    Water Supply: Ensured adequate water supply for the city for the next 50 years by transferring Morbe dam for Navi Mumbai from Maharashtra Jeevan Pradikharan (MJP). 24x7 water supply begun in Nerul, Sanpada, Juinagar and CBD-Belapur.
    Transportation: Concretised 14-km-six-lane Thane-Belapur Road. Work on the four flyovers on the highway will complete soon. A resolution has been passed for purchase of 120 CNG buses by NMMT. Work is on at Turbhe bus depot for the first CNG filling station in city. The Thane-Belapur-Nerul rail service has started. A women special service's been initiated on Vashi-Panvel and Panvel-CST routes. Efforts are on at the Central government level to speed up work on the proposed Navi Mumbai international airport.

  6. Ganesh Naik Plans To Make Navi Mumbai Free From Load Shedding With A Proposed Power Plant
    While Navi Mumbai qualifies as good customers in MSEDC’s list, the city is still on the power company’s list of harsh load shedding hours. And this has been one of the most aggravating problems for the city. Its to address this grievance of Navi Mumbai that Congress-NCP Belapur candidate Ganesh Naik has plans of a proposed power plant that will make Navi Mumbai a power cut and load shedding free city.
    Once upon a time Maharashtra had a pride of place with surplus power generation. The abundance in power in the state had become something of a folklore as people migrating from other states would never miss a chance to remark on it. However with time the yawning gap between demand and supply and slow increase in new generation capacity, the state has been hit hard and short on power. And like other cities in central suburbs, power cuts and load shedding accounts for one of the major problems that Navi Mumbai has been facing for the last couple of years. Power cuts and load shedding in Navi Mumbai has hit the industries in the Thane Belapur Industrial Belt really hard and has also slowed down IT growth in Navi Mumbai. Not to forget how the irregular power cuts and load shedding also resulted in disrupting domestic live of Navi MumbaikarsIt is to bring a permanent solution to this problem, that Congress-NCP Belapur candidate Ganesh Naik has planned a unique proposal to construct a power plant that will make Navi Mumbai a power cut and load shedding free city.
